Your current RT tablets are good (both the Surface RT and Surface 2). Even if Microsoft does completely retire Windows RT, both of these tablets will still get updates and there will still be apps for them in the Store. Even beyond an "expiration" date of the system, it will still be usable until the tablet dies on its own.

Run Windows Updates again. Also, open the Store app and run updates there as well. If the machine still will not update, time to get your data off of it and get a different machine.
