For example: The soldiers surrounded the enemy with legion upon legion of armed centries, ready for combat. They surrounded him with love. In all other cases, I would use "surrounded by".

Think of it this way: it isn't the same crowd all the time; there's one crowd at one o'clock and an entirely different group of people surrounding his booth at two o'clock. So there are multiple crowds.
