AP and AT mines are both one hit kills indeed, although i have noticed sometimes AP mines don't trigger when someone walks over it. You just shoot the mines indeed. You have to step on the mine, it can also be trigger by the obvious shooting on it or other explosives in close proximity.

In 76 with the right loadout (What Rads, Ghoulish, Fireproof, Demo Expert) and equipment (nuke mines, dense chest piece, instigating) you can run up to enemies and drop mines and survive the blast.

The Mines Cleaning Scavenge just seems like hard labor, and cleaning is basically a public execution. Mines could be anything from more extreme, dangerous (where deaths could be "accidental") or longer-duration labor, to torture or a private execution? If people came back, that'd make it obvious.
