Personally, I recommend free roaming in Chapter 3. Parts of Chapter 2 still feel annoyingly like a tutorial. In Chapter 3, you learned how to fish, you have access to the Emerald Ranch wagon fence and Sean is still alive. Personally, I liked Clemens Point, it feels more homely.
