A reconstruction plan to rival President Donald Trump's idea for the US to "take over Gaza" and move out more than two million Palestinians is expected to be approved at an emergency summit in the Egyptian capital Cairo.

Egypt, Jordan and Gulf Arab states have for almost a month been consulting over an alternative to Trump's ambition for an exodus of Palestinians and U.S. rebuild of Gaza, which they fear will destabilise the entire region. Egypt's idea is the frontrunner, diplomats and sources say.

Arab leaders are meeting in Cairo to discuss a plan for the governance and reconstruction of Gaza to counter the widely condemned displacement proposal presented by US President Donald Trump. Foreign ministers met in Egypt's capital on Monday before the emergency Arab League summit to discuss the Egyptian plan.

The plan drawn up by Egypt would replace Hamas with interim bodies controlled by Arab, Muslim and Western states, according to a draft seen by Reuters.

A plan for Gaza formulated by Egypt would exclude Hamas from governance of the enclave once the war ends, a draft of the plan obtained by CNN shows.
