(WSET) — Flags across Virginia will be lowered at half staff on Wednesday in memory of a tragic day of Virginian history. On April 16, 2007, 32 lives were lost in the Virginia Tech mass shooting.

It could and should have been prevented. Virginia’s substantial risk order law (also known as the “red flag” law) was written to address the very circumstances this tragedy spotlights.
