A car chase by Orlando police Wednesday night that led to the death of a pedestrian in Holden Heights began with what the agency called a “traffic infraction,” raising questions about whether police violated a department policy prohibiting often-dangerous pursuits for minor crimes.

A pedestrian died after a police chase when both the suspect being chased and the officer in pursuit struck the pedestrian, the Florida Highway Patrol said. The officer continued pursuing the suspect, now identified as 30-year-old Dornell Bargnare, according to state troopers.
