Yes, you can. I parked mine at Bullocks Corners Park for free and walked to both Webster and Tews Falls. Personally I find Tews is the better Falls. If there is no attendant at …
Yes, you can. I parked mine at Bullocks Corners Park for free and walked to both Webster and Tews Falls. Personally I find Tews is the better Falls. If there is no attendant at Webster Falls then it is free. When I went there I did not see any attendant there so we just walked right in and it is free. There are a few ways to go in.

Is it a far walk and are there many stairs? Could someone who has slight mobility issues navigate for a peak at the falls without too much difficulty or is otherwise rocky with many stairs?

There are NO STAIRS AT ALL to get from the parking lot to the 1st lookout platform. Trust me on this since I live not too far from there and I have been there many times. But the 2nd platform has stairs. The view from the first platform is almost equal to the 2nd one. Yes, if you want to reach 2nd observation and maybe continue on the trail to the Dundas lookout, you would have to climb those stairs.
