It is closed on public holidays in Japan. I would phone up because I had to go twice. The metro station is a fair distance away. The best time to visit would be March when the Trees are in full bloom. Opposite side of the river very interesting museum and park.

They open for just that 1 week per year. No entrance fee. If you go there before that week there are other places that also good for sakura such as Osaka Castle.
