這次是為了企鵝散步到小樽水族館的，我購買JR的小樽水族館套票，有JR來回車票跟公車來回車票 (JR小樽-小樽水族館)還有水族館門票。小樽水族館是一間小而美的水族館，除了可愛的企鵝散步外，用餐時到餐廳的窗邊座位可以遠眺海獅公園，相當有趣。很棒的點~~ LizY252的完整评论

you can go by bus.You can take bus no 10 from otaru bus terminal.( i went jan 2018)

I didn't see any parking gantries when I went in December. However, it was all snowed up then too!

Hello there. I don't think so, because they need the snow. But I only went once in winter. You might wish to check the Otaru Aquarium website.
