If you type in the following words into an on-line search, "Jupiter's Dog Friendly Beach", it may clarify what may work. It will take you to the Town of Jupiter's page that shows a map of what areas are "dog friendly".

No alcoholic beverages are allowed in the park. Each pavilion has a small grill. I only know of one beach which does allow alcoholic beverages and that is in Daytona beach. But that is on the beach and there are no pavilions. But, you can drive your car on the beach. We've done that and bring a cold meal, it's great.
